HOMEOWNER ASSISTANCE REPLACEMENT PROGRAM (HARP) 

On March 25, 2024, Oregon Housing and Community Services launched the ReOregon Homeowner Assistance and Reconstruction Program (HARP). This program aims to provide support for homeowners whose homes were damaged or lost, offering help in repairing, rebuilding, or replacing their homes.  This is the biggest and last major assistance for our fire survivors.

 

Community partners are here to answer your questions, guide you through the entire application process, and get you connected to the resources you need. If you need help or have questions, contact one of these local community partner Intake Centers for assistance:

ACCESS Homeownership Center (HOC)

ACCESS HOC offers homeowner education, housing counseling, and down payment assistance for potential homebuyers, and helps existing homeowners who may be struggling to pay their mortgage, are behind on property taxes, or are facing default. ACCESS Center for Community Resilience (CCR)

The Center for Community Resilience transitions fire survivors from living in hotels and other short-term housing to stable, suitable housing options. The Center for Community Resilience (CCR) was created in August 2021 along with partners, including case managers from the State of Oregon and other local agencies, to assist those who were impacted by the 2020 Jackson County wildfires. Help is available for finding a place to call home.

ACCESS Home Ownership Education

ACCESS offers comprehensive first-time homebuyer education that helps answer any questions you may have about the process. These classes are designed to walk you through the entire home-buying process so you know exactly what to expect and how to manage the costs.  Additionally, some ACCESS programs require homebuyer education to qualify. Most homeownership courses are free for fire survivors. Please contact ACCESS for a fee waiver.

 

Opportunities for Housing, Resources, and Assistance (OHRA)

At the Resource Center, OHRA’s navigators help individuals and families avoid eviction, find a job, apply for benefits, access physical and mental health services, and more. OHRA’s Shelter offers a safe place to sleep and helps getting on the path to self-sufficiency. The OHRA shelter is a low-barrier, non-congregate, fully-staffed shelter open 24 hours a day, 365 days a year. OHRA’s Shower Trailer fills an essential need for those living without shelter. OHRA offers fire survivors use of free phone and help with document replacement: social security card, driver’s license, etc.

HOME REPAIR & IMPROVEMENT GRANTS

ODOE Energy Grant

Eligible projects include renewable energy generation systems like solar or wind, and energy storage systems, electric vehicle charging stations, or microgrid technologies paired with new or existing renewable energy systems. Eligible applicants are encouraged to partner with community groups, non-profits, private businesses, and others on potential projects.

 

Fire Hardening Grant

If your home or business was lost or damaged in a wildfire during 2020, you may be eligible to receive
more than $6,000 in grant money for fire hardening of your home or business. Local counties and the Department of Consumer and Business Services have created a fire-hardening grant program to help people affected by the 2020 wildfires. The program will provide money directly to home and business owners who receive a grant to help pay for fire hardening of a home or business that was damaged or destroyed in the 2020 wildfires.

 

IDA (Individual Development Account) Grants

Matching funds grant for home repair, education, small businesses, home ownership, and more. IDAs are a resource for qualifying Oregonians to leverage the power of their own savings to support self-determined financial goals. Oregon Energy Trust provides rebates and incentives for Heating & Air Conditioning, and Solar Systems for rebuilds.

La Clinica

La Clinica offers primary care, dental and behavioral health services to the community. Serving individuals under Oregon Health Plan, private insurance, and offering an income-based sliding scale option for those without insurance.
La Clinica offers integrated behavioral services to those engaged in their primary care and dental services, and also offers ongoing mental health services to youth ages 5 to 19 regardless of where they access primary care.  In addition, they have Community Resource Specialists available to support patients and families in accessing resources when needed.

Online Service PulsePoint Respond is a 911-connected app that can immediately inform you of emergencies occurring in your community and can request your help when CPR is needed nearby. Municipalities offering Pulse Point engagement are Jackson County Fire District #5, Medford Fire & Ashland Fire & Rescue.

Oregon Law Center (OLC) provides free legal help to people struggling to make ends meet on matters related to their homes, livelihoods, medical care and physical safety against domestic violence.

 

Attorney Referral Service

Online referral request & modest means program available. $30 initial consult.

 

Modest Means Program 

Helps moderate-income Oregonians find affordable legal assistance.  If you qualify for the program, the Modest Means lawyer will charge you a reduced rate for any additional legal work provided to you beyond the initial consultation. Only available for family law, criminal defense, foreclosure, and rental housing matters at the trial court level (appeals are not covered by the program). The best way to find out if you qualify for Modest Means is to apply. 

 

Oregon Disaster Legal Services

As of July 1, 2023, the Legal Aid Services of Oregon’s Disaster Relief Program is no longer active.
